Training for Government Agencies and Public Sector Organizations

Awarded State of Colorado training provider. Experienced with Skill Advance grants, WIOA programs, and government procurement. Delivering professional development, leadership, workforce, and AI training to government agencies in Colorado and nationwide.

In 2026, Digital Workshop Center was awarded the State of Colorado’s statewide contract for Training, Assessment, and Development Programs (RFP-SPCO-MZ-26-002), selected by the State Purchasing and Contracts Office to deliver workforce development, leadership development, and senior leadership development services to Colorado state agencies, institutions of higher education, local governments, school districts, and eligible nonprofits.

That contract reflects what DWC has been doing for government organizations for nearly two decades. Since 2006, we have delivered professional development, leadership training, workforce development, AI training, data analytics, digital literacy, and Microsoft Office training to state agencies, county governments, municipal departments, workforce boards, and public sector organizations across Colorado and the country.

We understand how government training works. The procurement processes, the grant documentation requirements, the multi-level approval chains, the need for training that maps to competency frameworks, and the reality that budgets are tight and every training dollar needs to produce a measurable outcome. DWC builds every government engagement around those realities.

Awarded State of Colorado Training Provider

awarded state of Colorado training provider for government agencies

Selected through competitive procurement to deliver training across all three levels of the Colorado Core Competencies framework.

The State of Colorado’s 2026 Training, Assessment, and Development Programs contract (RFP-SPCO-MZ-26-002) was issued by the State Purchasing and Contracts Office on behalf of the Learning and Development for Colorado (LDC) team. The contract establishes a statewide pool of qualified training providers to deliver professional development services that support the Colorado Required Core Competencies across three levels:

Level 1: Workforce Development (Individual Contributors) covering accountability, communication, customer service, interpersonal skills, time management, business writing, presentation skills, conflict resolution, and psychological safety. DWC’s Workforce Development curriculum maps directly to these competencies.

Level 2: Leadership Development (Supervisors and Managers) covering team leadership, coaching, performance management, strategic thinking, process improvement, data-driven decision making, change management, innovation, and stakeholder engagement. DWC’s Leadership Development curriculum addresses every competency in this tier.

Level 3: Senior Leadership Development (Senior Leaders) covering executive influence, organizational development, systemic change leadership, vision cultivation, and strategic communication. DWC’s AI Leadership and Strategic Thinking curricula support senior-level development.

This contract is available to all Colorado state agencies, institutions of higher education, local governments (including school districts), and eligible nonprofits. If your organization is eligible, DWC is an approved provider you can engage directly through the state contract vehicle.

Skill Advance Colorado: Grant-Funded Training for Colorado Employers

DWC is an experienced training provider for Skill Advance Colorado grants, helping Colorado businesses access state funding for employee training.

The Skill Advance Colorado Job Training Grant is one of the most valuable and underutilized training resources available to Colorado employers. Jointly administered by the Colorado Office of Economic Development and International Trade (OEDIT) and the Colorado Community College System (CCCS), the program provides state funding to reimburse businesses for customized employee training.

DWC has delivered training through Skill Advance Colorado grants for multiple employers, including a custom Power BI training program for a Brighton manufacturing company and an Excel training engagement for a Windsor business. In both cases, DWC worked with the employer and their local community college representative to align the training plan with grant requirements, deliver the instruction, and provide the documentation the grant required.

How Skill Advance Colorado works:

The program includes two grant tracks. Colorado First funds training for net new hires at companies relocating to or expanding in Colorado. Existing Industry funds training for incumbent workers at established Colorado businesses and nonprofits, helping them remain competitive, adapt to new technology, and prevent layoffs.

Grant funding reimburses employers up to $2,800 per learner for Colorado First and up to $2,500 per learner for Existing Industry (with higher amounts for microbusinesses). Total funding requests are capped at $150,000 per application and $200,000 per grantee per fiscal year. The current application period runs through April 1, 2026, with all training to be completed by the grant activity deadline.

Eligible training topics that DWC delivers through Skill Advance include:

Microsoft Excel (all five course levels), Microsoft Power BI (beginner through advanced), Microsoft SharePoint, AI Fundamentals for the Workplace, Leadership Development workshops, Workforce Development workshops, and Digital Literacy training.

What DWC provides for Skill Advance engagements:

Custom curriculum aligned to the training plan documented in the grant application. Live, instructor-led delivery (on-site or online) customized around the employer’s actual work environment. Certificates of completion for every participant. Attendance documentation and outcome records for grant reporting. Coordination with the employer’s community college representative on grant requirements and timelines.

If your company is considering a Skill Advance application, contact DWC early in the process. We can help you define the training plan, scope the curriculum, and provide the documentation your community college representative needs to submit a strong application.

A Decade of Grant-Funded Training in Fort Collins and Colorado

A decade of grant-funded training in Colorado

DWC has been winning and delivering grant-funded training programs since 2016.

Skill Advance is not DWC’s first experience with grant-funded training. We have a documented track record of winning competitive grants and delivering training programs that meet the outcome requirements these funding sources demand.

2026: State of Colorado Training and Development Contract (RFP-SPCO-MZ-26-002) Awarded through competitive procurement by the State Purchasing and Contracts Office to deliver workforce development, leadership development, and senior leadership development services to all Colorado state agencies, local governments, school districts, institutions of higher education, and eligible nonprofits.

2026: Skill Advance Colorado (Multiple Engagements) Delivered custom Power BI training for a Brighton manufacturing company and Excel training for a Windsor business, both funded through Skill Advance Existing Industry grants. Provided all curriculum customization, instruction, and grant documentation.

2025-2026: Opportunity Next Grant (High School Training) Awarded an Opportunity Next grant to deliver technology and workforce readiness training to high school students, building foundational digital and professional skills before they enter the workforce or postsecondary education.

2022: City of Fort Collins Skills Training Grant (Partnership with Cultural Enrichment Center) Partnered with the Cultural Enrichment Center of Fort Collins to deliver skills training funded by a City of Fort Collins grant. The program provided workforce-ready technology skills to community members through a collaborative partnership model.

2016: City of Fort Collins Cluster Grant Awarded a City of Fort Collins Cluster Grant to deliver Excel and data analytics skills training to Fort Collins area employers and employees, strengthening digital workforce capabilities across the local business community.

2016: CDLE Grant (Colorado Department of Labor and Employment) Awarded a Colorado Department of Labor and Employment grant to deliver Excel and data analytics skills training, supporting workforce development objectives at the state level.

This grant history demonstrates that DWC is not a training provider that occasionally participates in funded programs. Grant-funded training has been a core part of our work for over a decade, and we have the experience, the documentation processes, and the outcome-tracking systems that funders and administrators require.
