WIOA funding for career training: a step-by-step guide

Eligibility
Who can get WIOA training funds?
WIOA runs two main programs for career training: one for adults and one for dislocated workers. Each state and local workforce area sets its own rules and funding limits, so the details where you live may differ.
Your workforce center will ask for documents such as a photo ID, proof that you can work in the United States, and proof of income or layoff. Ask for their list when you book your first appointment.
The WIOA Adult program is not limited to people who are out of work. When funds are tight, priority goes to people receiving public assistance, people with low income, and people who need to build basic skills.
You were laid off or got a layoff notice, your employer closed or had a mass layoff, you lost a business you ran, or you are a displaced homemaker, a separating service member, or a military spouse who lost work after a move.
Veterans receive priority of service in every Department of Labor funded employment program, including WIOA.
If the requirement applies to you, your workforce center confirms it during eligibility.
How it works
How WIOA pays for training
WIOA is a federal law, but the money and the decisions are local. Three pieces have to line up before your training is funded.
Your local workforce center
Workforce centers, also called American Job Centers, run WIOA in each area. A counselor or case manager reviews your eligibility and your training plan. Find your nearest center.
An Individual Training Account
If you are approved, training is usually paid through an Individual Training Account (ITA). The workforce center pays the school directly, up to the limit your area sets.
An approved training provider
The program has to be on your state's Eligible Training Provider List. DWC programs are on the list in several states; see WIOA approved training programs for where.
Step by step
The WIOA approval process in five steps
Your workforce area sets the exact order and timing, so start with step 1 as early as you can.
Step 1: Contact your workforce center
Book an orientation or eligibility appointment. Start early: approval takes time.
Step 2: Confirm your eligibility
Bring the documents your center asks for. Some centers also ask for a skills assessment.
Step 3: Research the jobs you want
Save 5 to 10 job postings, list the skills they ask for, and note which skills you are missing.
Step 4: Build your plan with DWC
In a free info session, an advisor helps you choose a program and sends an education plan with dates and costs.
Step 5: Get approved and enroll
Your counselor reviews the plan and sends authorization to DWC. Then you register for class.

Your workforce counselor is your advocate. They present your training plan and employment goals to the people who make the funding decision, so give them everything they need.

What is WIOA?
The Workforce Innovation and Opportunity Act (WIOA) is a federal law that funds job training and employment services through local workforce centers, also called American Job Centers. Its Adult and Dislocated Worker programs can pay for career training for people who qualify.
Is WIOA funding a loan?
No. WIOA training funds are a grant paid to the training provider, so there is nothing to repay. Any balance WIOA does not cover is yours to arrange, for example through a payment plan.
Who decides if I qualify for WIOA?
Your local workforce center. A counselor or case manager reviews your eligibility and your training plan, and the workforce area makes the funding decision. DWC cannot approve WIOA funding, but an advisor can help you prepare.
Can I get WIOA funding if I am employed?
Sometimes. The WIOA Adult program is not limited to people who are out of work, and some workforce areas fund training for people who are underemployed or have low income. Your workforce center decides.
Is DWC an approved WIOA training provider in my state?
DWC programs are on the Eligible Training Provider List in several states. See the WIOA approved training programs page for the current list, and confirm with your counselor. If DWC is not approved where you live, ask an advisor about scholarships and payment plans.
How long does WIOA approval take?
It depends on your workforce area, and DWC cannot predict agency timelines. Book your first appointment as early as you can, bring the documents your center asks for, and respond quickly to any requests so your plan keeps moving.
Will WIOA cover the full cost of my program?
Not always. Each workforce area sets its own limits on training accounts. If WIOA does not cover everything, a Climb Credit payment plan or another funding option can cover the rest.
What should I bring to my workforce center appointment?
Bring the documents your center asks for, usually a photo ID, proof that you can work in the United States, and proof of income or layoff. Job postings for the role you want and your DWC education plan help your counselor review your request.
I am a veteran. Can I use WIOA?
Yes, if you qualify. Veterans and eligible spouses receive priority of service in WIOA programs. DWC cannot currently accept VA education benefits, so also review the Next Mission Scholarship for eligible veterans and service members.
